Using the work the Subject Matter Consultants completed, the BFJ team will develop four redevelopment scenarios, presenting alternative approaches for the Airport site. The scenarios will be based on the prior existing condition analysis and input from the community workshops.
Preliminary graphic and/or visual analyses will support each alternative use as necessary to assess the various uses.
Our economic subconsultant will assess local real estate market conditions to develop conceptual cost and benefit metrics on order of magnitude scale. We will also address each development scenario's specific Airport site constraints and challenges. The strengths, weaknesses, opportunities, and threats of the alternative reuses will be assessed, and estimated values for their prospective tax implications/fiscal impacts, space usage, and construction will be estimated.
The Preferred Development Scenario will have a clear regulatory pathway for redevelopment following Federal, State, and Local laws. The Final Report will summarize and identify impacts and an environmental remediation phasing plan. The report will highlight development constraints and provide other recommendations to assist the final decision-making by members of the State Legislature.
